Challenge

TRICARE's 8.7 million eligible beneficiaries have free access to more than 500 military hospitals and clinics, as well as to local networks of civilian providers, facilities and pharmacies. Managing this worldwide healthcare system efficiently requires access to timely and accurate patient data. CITPO is responsible for acquiring and maintaining the innovative, computer-based clinical information systems that facilitate the provision of quality health services to personnel entitled to DoD health care. Axiom has more than three years of experience supporting the office.

Strategy

Axiom provided more than 70 staff members to support the following areas: system implementation, acquisition, budget planning and execution, quality improvement and risk management, scheduling, project management, database/web design and maintenance, and administration. Our unique approach facilitates standardized processes within each specialized technical area. This will assist CITPO in its goal of achieving a certified level 3 Capability Maturity Model. By employing a matrix approach to project management, AXIOM harnesses expertise in each area to work on each project team.

Impact

Axiom helped streamline CITPO's acquisition process by coordinating pre-award activities with contracting offices throughout the country. This led to a 50 percent reduction in the period required for processing contract awards while improving efficiency. Our acquisition staff helped process more than 200 actions, resulting in contract awards or modifications for CITPO each year. Our IT team designed CITPO's website and built databases that capture information used by CITPO. In standardizing processes, CITPO was better able to manage each project's execution, cost, schedule, and performance, and to meet its critical milestones and objectives.
